We experimented with our cloud hosting provider's capability to auto-scale up by adding vCPUs when the CPU load is at a sustained threshold. This feature worked great. I see the new vCPU show up automatically in Resource Monitor. However, IIS does not seem to use this new CPU. When I manually recycle the application pool, IIS immediately starts using the new processor and the server is able to handle the same load with less CPU utilization, just like you would expect.
A) is an application pool recycle the right way to tell IIS to start using the new vCPU?
B) are there any automated ways to trigger this when the O/S detects that a vCPU is added?
