slow pageload times on new server

Hi All: I am trying to migrate an existing website running on server2003 and sql2008 (separate servers), to a cloud environment running server 2008r2 and sql2008r2 (separate servers). The existing sytem runs fine, with pageloads in the 0.5-2 sec range.

in the new environment, I'm seeing extremely long pageloads intermittently (> 20 seconds), and I can't identify what's causing it. I'm running performance monitor on the web and sql servers, and neither one is  showing barely any CPU when the page is loading slowly...it just sits for 20 seconds and suddenly pops up. 

When I run client-side tools like Firebug and IE10/Chrome developer tools, all they show is the page takes 20 seconds to load. All the secondary scripts and sources (e.g. JS, CSS, etc.) are loading in ~100-200ms each.

I've tried removing all the external JS scripts in the header and it makes no difference.

Is there any way to diagnose what's happening in that 20 secs? It would seem likely that there's some sort of network latency going on, either between the IIS and SQL servers, or between the webserver and client, but I'm not sure how to test for that?
