Dynamic Site Activation not kicking in even though there are over 100 sites

Hi,

My understanding with IIS 8.5 is that if we have more than 100 sites (the default configuration value) then only a single queue should be configured (W3SvcInspection queue) listening for new requests.  But when I stop and start the site and then run the"netsh http show servicestate" command I don't see the W3SvcInspection queue and all the sites show as active.  Am I missing something?  We have removed the default website.  Not sure if that is required to be there in order for this feature to work.
