CachecontrolMaxAge vs "Edit cache rule" setting results on response headers

Hi

seems on response header of the static objects , the "Cache-Control"  item gets its value from  system.webServer/staticContent/CachecontrolMaxAge  parameter and not from the "edit cache rule" dialog on output cache settings , so what is the aim of this page?

does the "File Cache monitoring" part of this dialog is useless ?
